On December 14, 2016, President Barack Obama signed the Program Management Improvement Accountability Act which aims to improve program and project management (P/PM) practices within the Federal Government. On June 25, 2018, OMB Director Mick Mulvaney sent a memorandum to all federal agencies laying out a 5 year strategic outline for improving project and program management under the new law1.
Appendix 1 of the memo presents a “Phased Approach for PMIAA Implementation and Timeline”. Each phase is defined below:
- Phase I: Coordinated Governance, Talent Management, and Pilot of Non-IT Major Acquisitions: FY 2018-2019
- Phase II: Expanding Portfolio Reviews of Programs to Include Grants: FY 2020-2021
- Phase III: Updated 5-year Strategic Plan, Expanding Portfolio Reviews: FY 2022
